Staff informed the commission that the policy was adopted in 2011 but was never incorporated into the 2024 Policies, Standards and Procedures (PSPs), creating ambiguity about enforcement.
Commissioners debated options: reinstating the two‑term automatic limit, adopting a longer maximum (the Legislature uses 12 years), or simply leaving the PSPs without an explicit limit but requiring periodic open recruitment. Several commissioners said a periodic open recruitment every four years provides both transparency and an opportunity for the commission to review and, if desired, replace incumbents. Commissioner Kaplan proposed a compromise for a recurring, public recruitment/interview process every four years in lieu of automatic term removal; the motion carried unanimously.
The commission directed staff to proceed with a four‑year open recruitment cycle for public members and alternates and to proceed with the recruitment timetable that will allow appointment by the December meeting so terms can begin January 2027 if needed.
