The Village of Waterford Board of Trustees voted unanimously on April 6, 2026, to terminate Jarod Kimber from the Waterford EMS Department, President Adam Jaskie said at the meeting held at Village Hall.
The vote followed a presentation by Village Attorney Todd Terry that Kimber is an "at will" employee of the EMS department and a recommendation of termination as one of three options the board could exercise. Terry told the board the matter before them was a Village Board decision, not a formal hearing, and that the village regarded Kimber as governed by Wis Stat 17.13.
Tamara Pollnow moved that the board find Kimber an at‑will EMS employee and terminate him. In moving the motion, Pollnow cited several alleged failures: "Untimely filing of Medicare and Medicaid patient bills with CMS, costing us on collections; failure to properly oversight the meds on rigs that were left expired and the additional expense to resupply those and the delay on getting those orders done; the DA logs and reports not being properly filed and Kimber acknowledging that they were out of date," the motion said. Trustee Andy Ewert seconded the motion. The board then took a roll call vote; Trustees Nash, Goldammer, Pollnow, Jaskie, McReynolds, Dunham and Ewert each voted aye and the motion passed.
Attorney Ben Hitchcock Cross, who identified himself as counsel for the employee, presented his client's case to the board; the minutes record Cross's presentation but do not include its substance. Cross also argued during the meeting that the session was not legally posted "because the meeting is now in open session," noting the employee had requested an open session by email. Village Personnel Attorney Jim Carroll responded that the meeting was posted legally, saying the employee could have changed his mind about an open session up to the meeting time.
After the vote, President Jaskie told Jarod Kimber that his services with the EMS Department were terminated effective 6:25 p.m. on April 6, 2026. The board then voted to adjourn.
The minutes list the statutory basis the board considered for executive session as Wisconsin Statutes Section 19.85(1)(b), which covers personnel matters; the transcript also records counsel and staff referencing Wis Stat 17.13 in discussing the employee's at‑will status. The minutes do not record any appeal, reinstatement or follow‑up assignment for staff, and they do not provide additional factual findings beyond the allegations cited in the motion.
