Police report: traffic stops, arrests and an animal-control call about a monkey

The department said there is no specific local prohibition cited in the transcript against keeping the animal inside a residence if health clearance is provided.
Officers and staff discussed enforcement limitations tied to hospital privacy rules and HIPAA when suspects are treated in medical facilities, which can delay or complicate evidentiary procedures.
The council received the report and asked for continued updates on outstanding enforcement matters.
