The Village of Saint Charles council unanimously approved Resolution 26-5 to amend the fiscal year 2025–26 budget to account for bills received after the budget’s initial approval.
Council also approved payment of bills totaling $112,925.77 by voice vote and recorded a roll-call vote to approve a ceremonial Little League Park rental for $1 (Paul Jinderski, Christine Newman, Michael Nesbet, Kathy Harris, Darcy McWain, Jennifer Roser voted yes; Edgar Tedoff absent). A motion to file the Downtown Development Authority minutes from March 6, 2026 was approved, and council supported a parks-committee recommendation to accept a Magnolia flea-market application under the current fee structure (deposit $300, day rental $500) with cleanup stipulations.
A resident asked whether façade grants come from DDA funds; staff answered that businesses must apply to the DDA and are reimbursed after submitting paid receipts, with typical grants ranging from $2,000 to a maximum of $10,000 in past awards. Council did not change the DDA grant policy at this meeting.
Next steps: staff will forward the amended budget resolution to the appropriate filings and the parks committee will vet any final flea-market application before a final rental approval.
