He said the Town’s cumulative outstanding SAA bond balance remains well under the $5 million statutory cap—approximately $2–3 million after accounting for prior payoffs and significant prepayments. The Council then adopted resolution No. 26‑567 authorizing not‑to‑exceed $777,273 for Brian Head Unit 3.
Howser presented a companion resolution for Elk Drive SAA authorizing not‑to‑exceed $323,437; he noted the prepayment deadline had passed and indicated staff would bring a future policy question about possibly waiving impact fees for SAA participants. Council adopted resolution No. 26‑568, 5‑0.
Why it matters: timely bond issuance will provide cashflow for imminent construction work on both projects; the Council’s action is the final Council‑level step before the Town Manager executes master resolutions and bond‑sale documents administratively.
