The Duval County Rules Committee on April 6 deferred two appointments connected to JEA amid ongoing internal reviews and surveys, saying council and administration officials need time to assess unfolding leadership and oversight concerns.
The chair announced items tied to the appointment of Randy Weise and the reappointment of Gen. Joe Dalvo would be marked deferred. "There's a lot going on internally with their leadership," the chair said, urging the committee to "tap the brakes" so members could make more informed decisions based on survey results and the outcome of investigations.
Council members expressed support for a short deferral. Council Member Lanen said he intended a one-cycle deferral so the committee would have information when the nominations return; others said the pause could take longer if necessary. Several members publicly expressed confidence in individual nominees while supporting the committee's cautious approach.
