On the consent calendar, the council approved nominations and appointments to the homeless committee (Jennifer Uli, Rebecca Austin, Don Ko, Tom Hibbert, Angela Bier, George Sheet, Cecilia Tal, David Biladoo, Bill Loenstein) and supported a mayoral nomination and municipal association ballot (vice president Anthony Ward, Casco; committee members Susette Francis, Lubec; Mark Leonard, VZY). Councilor Leroy Walker moved the consent calendar; the motion passed by voice vote.
The council voted to adopt Ordinance 0408042025 to move marijuana licensing fees from Chapter 14 into Appendix A (the city’s consolidated fee schedule). There was no public comment and the roll‑call vote was recorded as seven in favor and none opposed; the motion was adopted.
Council then considered Ordinance 0508182025 to add Article 5 (vacant and abandoned buildings) to Chapter 12 (housing). Staff offered two non‑substantive grammatical corrections in a handout; Councilor Belinda Garry moved to amend to incorporate the corrections, and the amendment was adopted. The council then approved the ordinance on roll call (seven yes, none opposed).
During the second public comment period, Rick Nado of 211 Eastman Lane asked whether the city plans to sell the “Fel property” and how neighbors will be notified. City staff said the city completed an appraisal the prior week and expects to post an RFQ (request for qualifications) on the city website’s bid opportunities page within one to two weeks; the process will be publicly posted and is expected to be a sealed bid process.
The meeting closed with a move into an executive session to discuss an economic development matter; the council stated no action was expected after the executive session and the meeting would adjourn afterward.
