Sunrise Marketplace PBID reports lower transient activity, ongoing trash and juvenile‑activity concerns; council approves annual report

The Sunrise Marketplace Property‑based Business Improvement District (PBID) presented its 2025 annual report to the Council on April 8 and the council adopted a resolution approving that report.

Kathy Lynn Carpenter, executive director, told the council the district has seen a downward trend in transient and homeless activity beginning in late 2025 and credited persistent patrols and enforcement with creating opportunities for more proactive maintenance and marketing work. Carpenter reported 2,215 interactions with transient or homeless individuals in the district and said staff issued 88 trespass (602) notices during the year.

The PBID also reported maintenance burdens: about 64,000 pounds of trash picked up in the year, 529 shopping carts returned, 34 large illegal dumps removed and nearly 400 dumped items collected. Carpenter said juvenile groups riding bikes through the mall and some vacant properties cause safety concerns and customer complaints, and she described foot‑patrols and operational coordination with police as ongoing responses.

The PBID described marketing and events it runs or supports (movie night, laser light show, Backyard Bash, skate nights, giveaways) to increase district activation and pointed to continuing engagement with brokers for economic development opportunities in vacant anchor sites.

Council members commended the PBID's work and approved the annual report by roll call vote.

What happens next: PBID will continue clean & safe patrols, targeted marketing and coordination with police and city public‑works teams; council approved the annual report by resolution.
