Annexation dispute surfaces at forum as candidates differ on county authority

Annexation and the balance of authority between Williamson County and its cities emerged as a pointed disagreement at the Williamson Inc. mayoral forum.

Mary Smith, a county commissioner and mayoral candidate, explained that she supported a county resolution asking the state to revisit annexation procedures after residents raised concerns about process and effects on quality of life. "I was in support of that resolution... it created conversations between the county and the municipalities on how we need to work closer together to make sure the concerns of our county citizens were being heard," Smith said.

Andy Marshall said he opposed giving the county a veto over annexations and framed the issue as one of individual property rights and local collaboration. "Why would you want to interfere with that process?... I'm not in favor of a bigger government and that also infringes on individual property rights," Marshall said.

Why it matters: Annexation affects services, taxes and land-use planning for residents who may move into a city's jurisdiction. The candidates' differing stances reflect tensions between protecting unincorporated residents and respecting city and property-owner choices.

Both candidates said they want better communication among jurisdictions. Smith said the resolution was intended to prompt improvements to the interlocal agreement and to expand public engagement; Marshall said the state response (a 19–2 vote against the county’s request) underscored the need for local negotiation rather than state intervention.

The forum did not resolve the policy question; both candidates said they would continue to work with cities and residents to refine processes and improve dialogue.
