Buellton issues proclamations for Donate Life, abuse-prevention, Dark Sky Week and Arbor Day; city highlights Tree City USA status

The Buellton City Council opened the meeting with a sequence of proclamations honoring public-health and environmental observances and recognized local partners for community programs.
Scott Burns, a local transplant recipient, spoke in support of organ donation before the council read a proclamation recognizing National Donate Life Month and urging Californians to register as organ, eye and tissue donors. "A single individual's donation ... can save up to eight lives," the proclamation noted; Burns described how he received a kidney through donation and encouraged residents to sign up.
Ann McCardi, executive director of the North County Rape Crisis and Child Protection Center, accepted a proclamation for Sexual Assault and Child Abuse Awareness and Prevention Month and highlighted the role of prevention programs in prompting survivors to report abuse; a representative of the district attorney's office also spoke in support of coordinated services for victims.
Susan Bot, representing the Save Our Stars Committee, thanked the city for recognizing International Dark Sky Week and praised recently adopted outdoor lighting ordinance amendments that she said will reduce light pollution and protect ecosystems and public enjoyment of the night sky.
City Manager Scott Wolf described the "Thousand Trees" initiative and said the city's previous efforts helped secure a Tree City USA designation from the National Arbor Day Foundation; the council read the Arbor Day proclamation declaring April 24, 2026 as Arbor Day in Buellton.
Council members and presenters emphasized partnership among social services, law enforcement, schools and nonprofit groups as essential to prevention, education and community programs. The council recessed for photos with proclamation recipients and then returned to regular business.
