Planning staff and the applicant presented a PRD amendment for about 37.87 acres at Laurel Stone (Las Casas Pike area) that replaces previously planned villas/cottages and some townhomes with additional single-family detached lots (overall density ~3.83 units/acre). Staff noted phasing questions and that the project remains within allowances of the O district; the applicants said they intend to provide amenities (cabana/meeting space and pool), dedicate floodway areas to the city for long-term greenway connections, and include parking improvements compared with earlier phases.
Homeowners association representatives spoke in favor of the project overall but requested stronger guarantees on guest parking placement, a temporary community pathway to the future greenway area, and clear amenity commitments. Tony Wyman of Clayton Properties said the developer had worked with the HOA for more than a year and would include an amenity package approved by the association; he also said the cabana footprint and pool layout might be adjusted locally to increase privacy for adjacent property owners.
The Planning Commission voted to forward the amendment to City Council subject to staff comments and continued coordination with the HOA on parking and the amenity layout.
