Planning Commission recommends rezoning to allow lights and amplified sound at Franklin Road Christian School field

The Murfreesboro Planning Commission on April 8 recommended approval of a rezoning request for roughly 2.79 acres used by Franklin Road Christian School on the Franklin Road Baptist Church campus, to permit permanent field lighting and outdoor amplified sound.
City planner Miss Kerr said the site is currently zoned Commercial Local. Because the city recently amended zoning rules to require rezoning when athletic fields propose lighting or amplified sound, the applicant asked to rezone the parcels to ND. The lighting plan includes four poles with six LED fixtures each (24 fixtures total) at roughly 70 feet and two audio speakers per pole at 20 feet; the application also requests exceptions to buffer and parking standards, and if approved the city will require the parcels be combined with the main church property by subdivision plat.
Sam Huddleston, representing Franklin Road Baptist Church, told commissioners the lighting would "give us a lot more use of the properties, especially early in the spring and late in the fall" and that the church plans to limit operating hours and shut lights off at specified times. No members of the public signed to speak on the item during the hearing.
A commissioner moved to approve the rezoning "subject to all staff comments." The motion received a second and a roll-call indicated affirmative votes from the commissioners present; staff will prepare final plat and ordinance language for City Council action and to document conditions tied to buffering and timing of lighting and amplification.
