City staff said the JPA was formed with El Dorado County in October 2024 and that the city's managing role means it will initially assume two‑thirds of startup costs; staff noted the county had not yet finalized its contribution and the city's approval was made contingent on the county's funding commitment. The startup funds are intended to cover early organizational costs while the JPA pursues TDA and other revenue sources and claims to reimburse administrative costs once the JPA has ongoing revenue.
Councilmembers emphasized that the contribution is startup seed money and that longer‑term JPA funding is expected to come from TDA funds, parking enterprise revenues or other dedicated sources once the JPA establishes operations. The motion carried unanimously with the contingency that county participation proceed.
What happens next: Staff will place the positions in the personnel listing and begin onboarding activity tied to the JPA once partner funding is confirmed; the JPA will pursue available TDA and other transit funding sources for ongoing operations.
