Council adopts IML civility pledge, approves pipeline site visit and eases property transfer process; moves to executive session on property pricing

Resolution: The council unanimously adopted a resolution endorsing the Illinois Municipal League civility pledge after staff said the IML launched the pledge in 2023 to promote respectful communications. "In 2023 IML launched its civility pledge... which aims to ensure that the communication between local elected and appointed officials remains open, honest and transparent," Val (city clerk) read from IML materials.
Engineering/procurement: Council approved a $25,000 proposal from Michaels Pipeline for a Phase 2B site visit and technical review of underground alignments and bore/receiving holes; staff said $150,000 was budgeted in engineering for the wider project and the contract motion carried on a majority vote.
Ordinance/procedure: Because of scheduling needs for the Safe Routes to School project, staff requested waiving the second reading of an ordinance to accept property and easement grants from the Washington Park District; council approved waiving the second reading and accepted the ordinance as presented.
Executive session: Toward the end of the meeting, the council voted 5–2 to enter executive session under the Illinois Open Meetings Act exception for determining a price for sale or lease of public property (5 ILCS 120/2(c)(6)). The council indicated no public action would follow immediately after the executive session.
Votes at a glance: the consent agenda, the IML civility pledge resolution, the Michaels Pipeline site visit fee and the property transfer ordinance were approved unanimously (7–0); the motion to enter executive session carried 5–2.
