The Planning Commission on June 25 recommended approval of a zoning text amendment (PTZA25‑00003) to establish consistent rules for flagpoles that exceed the height allowed in a zoning district.
Planner Crow explained that the current ordinance did not specifically address taller flagpoles and that the proposed amendment would create a minimum safe fall zone, limit flagpole height to the minimum distance between the base and the nearest property line unless a structural engineer certifies the design, and allow the building official to approve a smaller setback in certain circumstances. Commissioners said the change clarified administrative review and would align flagpole treatment with fall‑zone rules used for cell towers and freestanding wind structures.
The commission opened the required public hearing and, seeing no members of the public, closed it. The planning department recommended a favorable recommendation amending Title 5, Chapter 45, Article 22 to address flagpole height exceptions. Commissioner Bernardi moved and Commissioner Martin seconded the motion; the commission voted to recommend the amendment to council.
The amendment is intended to streamline review of requests for taller flagpoles while ensuring structural certification and public safety considerations are met. Final adoption requires council action and any permit decisions will follow the revised code provisions if the ordinance is adopted.
