The meeting was called to order at 12:03 p.m., but a staff member confirmed the body did not have a quorum and said the agenda items will be forwarded to the City Council meeting on April 7 for consideration. "For the record, you do not have a quorum," the staff member said, adding that paperwork had already been started to submit items to council.
Staff told members that, under the code of ordinances, items that cannot be acted on because of a lack of quorum are directed to the council and will be renoticed to meet legal noticing requirements. "It is going to go to council on April 7th," the staff member said, and staff will prepare letters and make the necessary arrangements.
A member asked whether some non-structural items could be approved administratively instead of coming before the full body. The staff member said the city "currently do[es] administrative reviews and provide[s] administrative approvals for items that are exempt" and that expanding administrative approvals for other similar, non-structural items is under consideration.
After a short discussion and a brief attempt to reach absent members, the chair closed the meeting. Staff said it would call members on the day of the council meeting to remind them and be available to explain process and next steps. No formal votes or motions on agenda items were taken at this session; the items will be considered by the City Council on April 7 once they have been renoticed.
