Roseland council approves water-and-sewer fee formula change, introduces walking-and-cycling committee and other ordinances

The Roseland governing body on Feb. 11 adopted Ordinance 2-202, amending chapter 17 (Water and Sewer) to correct the formula used to determine the leak rate and to adjust various related fees.

During the meeting Mr Watkins read the ordinance by title and the council opened and closed a public hearing before adopting the measure on a roll-call vote. The council also introduced three separate ordinances by title and set public hearings for March 18, 2025: Ordinance 3-22 (amending administration and construction code enforcement inspections), Ordinance 4-22 (creating a Safe Walking and Cycling Advisory Committee), and Ordinance 5-22 (establishing an outfield banner sponsor fee in the Parks and Recreation chapter).

Council approved Resolution 75-225, the February bill list, after the clerk read the total amount as $156,546.74. The council also adopted a block of resolutions (numbers in the 76–86 range) and discussed shifting publication of legal notices to the borough website in light of proposed state-level changes affecting the Star-Ledger's print publication.

Public Works reported routine January activities including meter readings, a water-main break, and a planned intersection study by Boswell Engineering; Recreation reported updates to the SCRAM program and a transport arrangement to the North Caldwell pool. The council closed the public portion of the meeting and voted to return to executive session to discuss potential litigation.
