Columbiana — The Columbiana City Council on April 7 ratified several measures that city officials said are intended to keep projects moving and maintain public services.
In a brief agenda sequence, council members approved a three-year contract agreement between the city and the OPBA sergeants and dispatchers units. The motion to accept the contract was moved, seconded and approved by roll call; council recorded affirmative votes across the membership. The council’s manager introduced the agreement as part of new-business items on the agenda.
City Manager Lance told the council the city also received $250,000 in capital-allocation funding from the Omega Regional Transportation Planning Organization for engineering and design of the Columbiana–Leonia walking trail, work he said will position the project for additional grants and coordination with the landowner. "This money is going to be used for the engineering and design cost," Lance said.
Council members approved two emergency ordinances to expedite contracting. Ordinance 26-3344, approved as an emergency, authorizes the city manager to enter a contract with Tri County Asphalt Materials, Inc. for asphalt purchase to allow immediate paving and pothole repairs. The council also approved Ordinance 26-3347 as an emergency to authorize a contract with FA Construction, Inc. for materials and construction related to the State Route 14 widening project (PID 121969). Both measures passed on roll-call votes recorded in the transcript as affirmative.
Council introduced, on first reading, ordinances to contract with Leiden Oil Company for gasoline and diesel (26-3345) and with Greer Lime Company for lime needed by the water treatment plant (26-3346); those items were not adopted and will return for a later vote.
On appointments, council moved through a multi-step process to fill a planning commission seat with a term expiring Dec. 31, 2028. After an initial ballot produced no majority among the three nominees, council narrowed the field to the two top vote-getters for a runoff. The transcript records a roll-call runoff in which several members voiced support for Rob Hall, but the chair later announced that "Ron Paul" was selected for the planning commission seat. The transcript contains inconsistent references between the recorded roll-call responses and the announced appointee; the appointment announcement was made from the dais.
