The privately owned Beaver Lane parcel (about 0.12 acres, roughly 5,000 square feet) would be used by the city to establish a pedestrian connection and greenbelt between a proposed Bartlett parking expansion and the existing Bartlett parking lot; staff said improvements could include outdoor dining and beautification to support the village aesthetic. The city parcel proposed to be conveyed is approximately 0.009 acres (about 4,000 square feet) taken from the Bartlett parking area so the seller can consolidate a small adjacent property.
Staff emphasized that the parcels are similar in value, and that the city will incur only minor administrative costs for lot‑line adjustments, escrow and recording fees. The council approved the exchange unanimously.
Next steps: staff will complete escrow, process a lot‑line adjustment and pursue design work to integrate the new pedestrian connection into the Bartlett parking expansion and village streetscape.
