MS4 coordinator reports open construction violations, plans vac truck to clear Whiteland Town inlets

Brian Kramer, the MS4 coordinator, told the Whiteland Town Stormwater Board on April 8 that he has issued three open construction violations — to the Culvers site, Saddlebrook South and nearby apartments — over recurring trash and silt-fence problems and that the town expects a vac truck in late May to clear silt and debris from older inlets.
Kramer said he sent notices requiring the sites to remedy erosion controls and remove trash. “They have until this weekend to get their silt fence and their trash picked up,” Kramer said. He identified the Culvers site as needing a follow-up inspection on the east side after crews had already checked the north, west and south sides.
The town also is addressing pavement and inlet deterioration. Kramer said town street crews under Armando have been filling sink holes around long-standing inlets with rock and sealing them with concrete to stop pavement collapse near the curb. “We're going to start using the vac truck to suck all that out,” Kramer said, describing the truck's role in removing sediment so crews can determine whether pipes are clogged or the structures have collapsed.
Kramer highlighted two specific inlets of concern — one in Brenmar Ridge and one in Maple Crest, on the opposite side of State Road 31 — that are roughly 25 to 35 years old and may require more than cleaning if they are structurally compromised. He said the planned vac-truck work will be phased, with crews targeting the east portion of town on one day and the west portion on a subsequent day.
The board received a brief financial report before Kramer's update. Finance staff reported a stormwater fund balance of $1,273,470.87, month-to-date revenue of $79,724.98, disbursements of $23,204.55 and bank interest of $2,797.49, and noted the 2025 rollover was completed the previous day.
