Douglas Unified board approves wide-ranging staffing changes and new job descriptions

The Douglas Unified School District governing board on a unanimous roll call approved a package of personnel moves and new job descriptions tied to a district restructuring plan aimed at consolidating departments and creating new leadership roles.
Superintendent Anna Samaniego presented the plan, saying the hires and transfers are "part of my restructuring that I presented last week," and listing moves that include Melissa Rodriguez to assistant director of teaching and learning, Albert Young as Dean of Students at Douglas High School and Rodney La Madrid as district IEP and compliance coordinator. The board also approved promotions and transfers for campus leaders including Diane Lomeli to principal and Bianca Hernandez to assistant principal of curriculum and career and technical education. Several new job descriptions (assistant director of teaching and learning; assistant principal of curriculum/CTE; district IEP and compliance coordinator) were approved to reflect the reorganized structure.
Board members congratulated the appointees as they introduced themselves. Diane Lomeli told the board she has "been in the district for 24 years" and described her previous roles in instructional coaching; Bianca Hernandez said she has taught at Douglas High School for 26 years. The board emphasized retaining "homegrown" leaders familiar with district programs.
The board also approved routine consent items tied to staffing: certified and classified hires, classified resignations and retirements, classified and certified internal transfers, athletic addendums and hires, volunteers and donations. Ms. Samaniego noted the district is planning summer school placements and that classified salary schedules will be adjusted in response to an expected minimum-wage increase scheduled for January 2027.
The votes on these personnel and job-description items were recorded by roll call; where recorded the board voted unanimously in favor. The administration said there were no immediate pay increases associated with the expanded principal contract days approved elsewhere on the agenda.
The board will implement the approved job descriptions and proceed with onboarding for the upcoming school year.
