Justice Committee clears grants, contracts and personnel items in routine meeting

Dr. Yoder of the Coroner's Office asked the committee to continue using HOV (Excella) for microfilming and document scanning. He said the county has worked with the vendor for roughly 20 years and noted $59,000 had been approved in last year's budget to support the work; the committee approved the requested continuation of the contract.
Administrator Taylor presented a renewal research agreement with Dr. Frank Beck to provide annual data analysis and presentations for both the Behavioral Health Coordinating Council and the Criminal Justice Coordinating Council; members approved the renewal by voice vote.
Miss Montoya reported the juvenile detention facility received a $12,000 grant from the Illinois Arts Council to commission murals. "We are working with a local artist from Champaign who will execute the murals in the facility and will be getting input from the juveniles on what those will look like," Miss Montoya said. The one-time grant will be deposited into the general fund for related expenses and was approved by the committee.
The Child Advocacy Center Director told the committee the CASA VOCA continuation grant totals $135,000, the same amount as the prior year, and will cover salary and fringe for department staff. The committee approved acceptance of the VOCA funds.
State's Attorney Ms. Reynolds described a one-year renewal of an intergovernmental agreement with the Illinois Department of Health and Family Services/Attorney General's Office to perform child support enforcement duties; she said consolidating the department now has three attorneys handling enforcement and that the arrangement has reduced county costs. The committee approved the agreement.
Ms. Reynolds also asked the committee to authorize the State's Attorney's Office to offer salaries above initial starting amounts per code 108-28 and to approve an administration salary adjustment per code 108-65. Members approved both requests by voice vote; the State's Attorney noted that substantive discussion of salary specifics would require closed session.
The committee had no public comments, few extended debates, and adjourned after confirming the next meeting date. No recorded roll-call tallies were taken; all approvals were by voice vote.
