Treasurer reports modest revenue gains, $118.5M cash and mixed nursing-home results

County Treasurer Kathy McNeal presented the monthly financial reports to the McLean County Finance Committee on April 8 and highlighted several items:
- Sales- and other-tax receipts: March vouchers combined were $1,368,000 (up 5.5%); first-quarter collections totaled $4,389,000 compared with $3,952,000 a year earlier, a roughly $436,000 increase. Total first-quarter revenue was $1,654,000 compared with $1,412,000 in 2025.
- Cash and investments: Across all county funds, cash and investments totaled $118,452,000 at the end of March. The county uses the Illinois State Treasurer's investment pool; the reported Illinois Fund rate was about 3.78% at the end of March.
- Nursing home (NYCSD): Through the end of February the nursing home reported year-to-date revenue of $1,778,696 and expenses of $1,336,000; receivables were $5,185,000 and cash at the end of February was negative $1,621,695, leaving a fund balance reported as $1,120,465. Treasurer McNeal and the committee noted these are accrued and reported amounts as of February and March data.
- Self-insurance: The county self-insurance plan (Cross Blue Shield) showed first-quarter expenses of $2,062,763 compared with about $1,989,000 for the prior year, indicating slightly higher trend in 2026.
Committee members asked routine clarifying questions about the reports. The committee voted to accept and place the treasurer's monthly financial reports on file.
Next steps: Treasurer McNeal will continue to provide monthly reports; the committee will review any additional clarifications requested by members at future meetings.
