Erie County seeks $78,934 DCED planning grant to update county land use plan

The Erie County planning department asked the finance committee for authorization to apply for a Pennsylvania Department of Community and Economic Development (DCED) Municipal Assistance Planning (MAP) grant for $78,934 to update the county land use plan.
The director of planning said the county’s plan was last revised in 2003 and that the state municipal planning code recommends updates every 10 years; the requested grant would fund a consultant to refresh the plan, engage municipalities and produce implementation recommendations. The grant requires a 50% local match; planning staff proposed using leftover LATCF funds (from ARPA) for the immediate match and noted a possible $25,000 county contribution in 2027 if necessary.
Committee members asked about the budget timing and whether the county match would need to be added to the 2027 budget if the grant is approved in a late round. The presenter said the county would return with a separate ordinance to place the grant revenue and matching lines into the county budget if the award is made.
The committee expressed general support for updating the plan and asked staff to track municipal engagement and timeline for consultant procurement.
