Board reviews revised LCAP: $138M plan emphasizes equity, safety and class‑size reductions

The Corona‑Norco Unified School District presented its revised Local Control and Accountability Plan (LCAP), describing it as year one of a three‑year plan that aligns district strategic goals with targeted actions and budgets.

Dr Charlotte Caps, who led the LCAP committee, told trustees that the district’s LCAP this year totals roughly $138 million and reflects an unduplicated pupil percentage near 72%, which drives supplemental and concentration funding. She described three primary goals for the plan: academic excellence; student safety and wellness; and equity and access. An "Equity Multiplier" newly established by the state will channel additional funds to sites showing high non‑stability rates and elevated poverty levels; the district named several alternative/continuation sites as Equity Multiplier sites and described the specific academic indicators they will target.

Caps summarized local indicator work, parent and student survey engagement and targeted supports. She highlighted historic investments in class‑size reduction K–12 and services for foster, homeless and other unduplicated groups. Trustees asked for methodological detail about theme extraction from thousands of survey responses; Caps explained the advisory committee’s color‑coding and use of text‑analysis tools for open‑ended responses and said screener and formative assessment data are also used to monitor progress between state dashboard releases.

Board members lauded the alignment between the LCAP and the district Strategic Plan and asked staff to return with more detail on "power objectives" alignment and site‑level healthy‑kid survey data by campus.

The LCAP presentation was informational; staff said the annual LCAP approval timeline requires board adoption before the new fiscal year and that more granular site documents are available upon request.
