Shenandoah council approves contract and swears in Sam Mazell as city administrator

The Shenandoah City Council voted to approve a contract hiring Sam Mazell as the city administrator and administered his oath of office at the April 8 meeting.

Councilman Pollard moved to approve the contract and Councilman Robinson seconded; the motion carried after an affirmative voice vote. After the vote, Mazell stepped to the podium and was sworn in, saying, "I, Sam Maselle, do solemnly swear that I will faithfully execute the duties of the office of city administrator of the city of Shenandoah, Texas," and pledging to uphold the constitutions and laws of the United States and Texas.

Mayor and council welcomed Mazell and encouraged him to begin onboarding work immediately. In his first update to the council later in the meeting, Mazell said he spent the prior three days meeting staff and plans to meet community partners; he announced the Shenandoah Sharks swim season begins April 15 and a community cupcake‑decorating event on April 18.

No questions or objections to the hiring were recorded in the meeting minutes; council proceeded with regular business after the oath. The hiring was recorded on the meeting agenda as item 6 and the swearing-in occurred on the council dais during the same session.
