Finance Committee forwards slate of contracts, grants and infrastructure agreements to full council
Summary
The Finance Committee on April 7 voted to forward numerous agenda items to the full Ascension Parish Council, including cooperative agreements for marketing and roundabout projects with LA DOTD, contract renewals and amendments, bids for a chiller and a senior wellness center, acceptance of a fitness grant, and introduction of the 2026 millage ordinance.
The Ascension Parish Finance Committee met April 7 in Gonzales and procedurally forwarded a package of contracts, grants, capital projects and an ordinance introduction to the full Parish Council for consideration.
Items the committee moved to the council included a one-time $20,000 cooperative payment to the Jambalaya Capital of the World to support marketing for vendor and visitor attraction; a proposed intergovernmental agreement to replace the Assessor's Office roof with the Assessor paying 50% of the completed cost; and renewal or amendments to multiple service contracts, including a master contract renewal with Roberto Macedo and Associates for Section 8 administrative services and an amendment to Mission Dental LLC increasing the not-to-exceed amount to $60,000 through April 14, 2026.
Procurement and construction approvals were also forwarded: the committee accepted the lowest responsive bid of $198,750 from CMC Corporate Solutions for a chiller replacement at the government complex and recommended accepting a $3,904,000 bid from Capital Construction LLC for the Council on Aging Prairieville Senior Wellness Center. A change order for TKO Construction Solutions LLC was approved to add 21 days to the Oak Grove Park renovation schedule because of excessive rainfall; the change order did not affect contract cost.
Transportation projects recommended for council action included cooperative endeavor agreements with the Louisiana Department of Transportation and Development for a LA 73 roundabout (project H.014918) and for a LA 431/LA 931 roundabout (PA 610020), with authorization for the Parish President (Clint Cointment) to execute the agreements.
The committee also voted to accept $35,000 from the National Fitness Campaign, conditional on a required local funding confirmation of $140,000, to install a free outdoor fitness court at Duplessis Park. The committee sent this grant acceptance and associated match confirmation to council for final action.
Finance staff presented the recommended 2026 millage process and asked the committee to move the ordinance forward for introduction; the committee approved forwarding the millage ordinance introduction to the council. Staff also presented a March personnel report documenting three position changes tied to a legal-team reorganization.
All items were forwarded for full-council consideration; the committee took no final contracting action beyond recommending approval to the council and recorded no roll-call vote tallies in committee minutes included in the transcript.
