Committee adopts strategic priorities to guide Greenville County budget process

The Greenville County Council Committee of the Whole voted to adopt five strategic priorities to shape the county's next budget cycle, the committee said during a lengthy discussion about how to convert broad goals into measurable work.

Councilor Regina Seaman, who distributed copies of the proposed priorities, told colleagues she "was just trying to take everything that we talked about and the summary that we received from our facilitators to highlight what I thought were priorities that I heard the body talk about," naming transparent and responsive government; strategic growth and land use planning; targeted economic development; fiscal stewardship and core services; and infrastructure and capital planning.

Members debated whether specific items such as performance reviews or public safety should be listed separately or fall under the broader buckets. Councilor Collins pressed for clearer measures, asking whether there was "a drop down box that explain[s] that" and how metrics such as road and bridge condition ratings or bond rating maintenance would be used to judge progress. Staff and colleagues responded that quantification would come later in the budget process and narrative materials accompanying draft budgets.

After discussion, a motion to approve the five priorities as the county's strategic framework passed by voice vote. The committee said the priorities will guide staff and council review as budget proposals are developed and presented to full county council.

The committee also confirmed that remote members Councilors McGahee and Mitchell had reviewed the list and indicated their support during the meeting. The committee approved the motion by voice vote and proceeded to other business.
