Committee recommends council approve testing services, risk assessment, well design and pool management agreements

The Middleton Finance and Personnel Committee recommended council approval of multiple routine contracts and task orders during the meeting.

Testing services: The committee moved to recommend approval of the 2026 testing services agreements with CGC, Chesterra and SCES, subject to city attorney approval of any associated contracts. The motion was approved by voice vote.

Risk and resiliency assessment: The committee recommended approval of Task Order 26-04 with Strand Associates to update the city’s risk and resiliency assessment and emergency response plan, not to exceed $25,000. A committee member asked staff to locate and share the previous five-year assessment; staff agreed to search the files and provide it.

Well No. 7 design: The committee recommended approval of Task Order 26-07 with Strand Associates for design and bidding of Well No. 7 in an amount not to exceed $480,000. Members asked about the well site location and inclusion of solar in the design; staff noted locations for wells may be treated discreetly for security reasons and said they would follow up after the meeting.

Bowman Community Pool management: The committee recommended approval of a 2026 water management agreement with Carico Aquatics Resources, Inc. for the Bowman Community Pool in an amount not to exceed $24,000. Members questioned whether an RFP would be warranted; staff said there are relatively few vendors in the state and continuity with a known provider was a consideration.

All items were recommended to council by voice vote and will go forward for final action.
