Kane County — Members of the Kane County Human Services Committee used their March 11 meeting to refine committee priorities for the year, focusing on three main oversight goals: revising the employee handbook, improving department head training, and addressing rising health care costs.
Committee members said they view the list as oversight priorities for the committee rather than work the board itself should execute. Jamie, department head for Human Resource Management, said staff would be the primary implementer but that the committee will set priorities and hold staff accountable. Members asked for clear, measurable timelines (SMART objectives) and suggested forming a subcommittee or ad hoc working group to manage long-running tasks such as handbook revisions.
On staffing reports, staff explained that elected offices do not automatically share hiring details with committee staff and that a new hire authorization form is required for all new hires; such forms must be signed by a committee chair or board chair. The committee asked for the authorization forms and suggested staff include them in regular reporting so members can see which hires were authorized and by whom.
Members emphasized realistic timelines for multi-year projects: the handbook reorganization was discussed as a three-to-five-year effort if tackled section by section. The committee agreed to return to these goals in future meetings and to receive regular progress reports from Jamie and staff.
