Committee approves Red Cedar lot division pending town sign-off; easement width flagged

During the meeting, county staff presented a request from landowner Mike Prochno to divide Lot 3 of Certified Survey Map (CSM) 3882, a 1.45-acre parcel just east of the town of Red Cedar along Highway 29. The proposed division would place the existing house on one lot and isolate a pole shed on a new second lot.
"This back lot will be an acre and then the front lot will be about .45 of an acre," the presenter said, describing the sketch included in the packet and noting the parcel is irregularly shaped and currently served by a 33-foot-wide private access easement that must be shared by neighboring parcels.
Staff told the committee the county land division ordinance requires a 66-foot minimum width for access easements used to serve newly created lots. Because the existing easement is 33 feet wide, staff said a new certified survey map and likely a zoning variance from the Board of Adjustment will be required before final approval can be granted. The town of Red Cedar's Plan Commission was scheduled to review the matter on April 9.
Committee members asked practical questions about whether the 33-foot easement currently serves additional parcels and how the county handles driveway and monument resetting after road projects. Staff explained the easement is presently shared by three parcels and would become four if the division proceeds, and that state projects and county projects are handled differently with respect to property corners and monuments.
After discussion, a committee member moved to approve the subdivision request pending the town of Red Cedar's approval; Mr. Barrier seconded. Supervisor Bujork asked not to vote and recorded an abstention. The chair called the motion agreed to and the request approved pending town sign-off.
Next steps noted in the meeting: the applicant must submit a certified survey map consistent with county procedures and pursue any necessary variance or Board of Adjustment approvals to legalize the substandard lot configuration.
