Staff (Liz) told the council that two statutorily required public hearings were held on borrowing for capital improvement projects, including road and traffic‑signal work and phase‑two renovations to city hall; she recommended moving the sale forward to the April 24 sale date. The council closed each hearing and the clerk posted recorded voice votes approving the related resolutions, each passing three to zero.
The council also approved the consent agenda by a recorded vote of three to zero.
Labor contract: City staff presented terms of a two‑year agreement with Fire Union Local 5055 that includes 4.5% and 4% pay increases, added parental leave matching city personnel policy, supplemental pay for fire engineer certification and changes aimed at reducing mandatory‑overtime costs for the city. Staff said the union agreed to increase its contribution to the city’s health‑insurance plan to help offset wage changes. The clerk recorded the contract’s approval by a vote of three to zero.
Manager term ordinance: Council members moved and seconded a motion to bring ordinance 1158 (a proposed change to the city code establishing a three‑year maximum appointment for the city manager) off the table; that motion passed by a vote of three to zero. Legal counsel explained options including placing any term component in the manager’s contract rather than the code. A later motion to vote the ordinance on passage failed for lack of a second, ending formal consideration at this meeting.
Other council business included reports from councilmembers and staff on state legislation (property tax reform and stormwater bills), upcoming DOT interstate closures tied to interchange construction (an overnight complete closure scheduled March 31–April 1 with detours), a Polk County property valuation notice to be mailed March 31, and community items such as the Clive Community Foundation’s volunteer drive for the Greenbelt Music Festival.
