The committee heard detailed testimony from residents and registry organizers urging passage of HCR 186 and companion HR 176 to extend secretarial-designation health care authorizations for people affected by the Red Hill water contamination crisis.
Tara Sutton, who testified she and her family lived on Joint Base Pearl Harbor-Hickam during the 2021 fuel releases, recounted ongoing health problems since exposure and described lengthy delays obtaining specialty care. "For my family, the Red Hill crisis did not end when the water was declared safe," Sutton said. Jamie Simic, on Zoom, said she has struggled to access specialty care and use the current secretarial-designation letter; she urged renewing the designation with longer renewal periods and better access to civilian providers.
Witnesses described barriers including base-access restrictions, limited specialty appointments at Tripler, and the short renewal period of the current secretarial-designation letter. Witnesses noted the National Academies report that recommended additional data collection and follow-up. Committee members asked about what would happen if the designation lapses; witnesses warned that hundreds of thousands of potentially exposed people could lose access to continuity of care without the designation.
The committee voted to pass HCR 186 and HR 176 as recommended; the measures urge the Department of Defense and Defense Health Agency to extend renewal periods and improve access for affected individuals.
