ABC Unified reports special-education settlements and an expulsion approved in closed session

The ABC Unified Board of Education reported out of closed session April 1 that it approved two special-education settlement agreements and adopted the administrative hearing panel's recommendation to expel a student in case 2425 D8.

According to the open-session report, the first settlement (OAH 2024 110221) includes $85,000 in compensatory education, $20,000 for attorneys’ fees and $65,000 for compensatory education (board report text combined categories); the board recorded a 6–0 vote to approve the agreement under Government Code section 54956.9. The second special-education settlement (OAH 22411 0221) provides $24,500 in total amount, $6,500 in attorneys’ fees and 120 hours of compensatory education valued at $18,000; that settlement also passed in closed session under the cited litigation provisions.

On student discipline, the board moved to adopt the administrative hearing panel’s findings and to expel the student referenced as case number 2425 D8 for violations listed under Education Code section 48900 (subsections A1, A2, G and I). The board adopted a plan of rehabilitation recommended by the panel with one addition and set the regular board meeting of Dec. 2, 2025 as the date to review the student's suitability for readmission.
