ABC Unified board to fill vacant Area 5 seat by appointment, not costly special election

The ABC Unified School District Board of Education voted unanimously April 1 to fill the vacant Trustee Area 5 seat by appointment, choosing the lower-cost option rather than a special election. Board President Mr Nishi said staff estimated a special election would cost about $300,000 compared with roughly $10,000 for the appointment process.
Board members discussed the scope of the appointment process, including outreach and the content of interview questions. Public commenter Katherine Pascal urged the board to include employees among interview stakeholders so that candidates demonstrate respect for the district’s labor-management partnerships. "Not spending $300,000 would probably be the right move right now given our financial constraints," Pascal said, while also recommending staff-focused interview questions.
Board member Dr Rios described five traits she would like to see in candidates: a clear commitment to public education, community engagement, transparency, collaborative skills and a focus on equity. Several board members said the appointment process had worked well for recent vacancies and that appointment better preserves district resources.
After discussion the board directed staff to post an application packet, verify candidate residency and qualifications, and advertise broadly to residents in Trustee Area 5. The board also asked that the interview questions be tightened—deleting redundant items and adding a question on how candidates would relate to district staff, teachers and classified employees.
If the appointed candidate is selected the appointment will fill the seat until the next regularly scheduled board election in November 2026. Staff said the application packet will be posted online and that staff will verify residency and qualifications before scheduling interviews.
