Proposed mill‑workers monument raises site, maintenance and liability questions

Commissioners and other departments raised several points for the record: sight‑line and traffic safety at proposed intersections, potential parking and pedestrian access, whether the immediate area is maintained and who would assume long‑term upkeep, and what insurance or town‑liability exposure might arise if the town accepts the monument. Terry said the donor plans to fund annual maintenance; commission members requested written maintenance commitments and a mock‑up on site once snow melts. The commission also asked staff to seek a written opinion from town counsel on liability and insurance implications before endorsing a permanent placement on town‑held land.

Next steps: donor to install a temporary mock‑up at the Patton/Pleasant intersection for review; staff to request town counsel guidance on liability and to circulate a maintenance plan and draft site drawings for further consideration.
