The committee approved awarding the TMDL (total maximum daily load) implementation plan contract to Strand for the grant-funded scope of $21,000. Staff said the city had applied for a 50/50 urban nonpoint source grant to update its TMDL implementation plan and received two proposals with similar costs and scopes; staff recommended Strand based on regional experience and fewer follow-up questions needed.
Joe told the committee both proposals focused on the grant amount and that Strand had worked on implementation plans for neighboring communities along the Wisconsin River, which staff viewed as a slight advantage. RA Smith submitted a comparable proposal but included additional optional add-ons the city was not pursuing. On a motion to award the contract to Strand for $21,000, the committee approved the recommendation.
Staff noted the grant is a 50/50 match and that choosing either proposal would deliver the expected product for the grant amount; the committee approved the recommendation and moved to the next agenda item.
