The Town of Clayton council introduced a draft sidewalk ordinance aimed at expanding rules against obstructions in sidewalks, alleys and rights of way and discussed enforcement mechanisms and penalty provisions.
Graham reviewed the draft and said that penalty provisions were included. Council members asked whether the ordinance should explicitly address vehicles, debris and overgrown shrubs that impede pedestrian use. One councilor noted repeated instances where trash containers and a recliner blocked sidewalks, and members agreed that vehicles parked on sidewalks posed a serious concern for pedestrian safety.
Because Councilman Coley was absent, the council treated the measure as a first reading rather than taking immediate final action. "Since Councilman Coley's absent we'll go ahead and consider this our first reading and then revisit it next month for being able to pass it," the council president said.
The council requested staff clarifications about enforcement discretion for minor issues (leaves blowing onto sidewalks) and asked staff to prepare the ordinance for a second reading at the next meeting.
