Residents press Ceres council for tougher fireworks fines and traffic enforcement; council asks staff to agendize referrals

Several residents used the Jan. 13 public comment period to press the Ceres City Council for stronger deterrents against illegal fireworks and for improved traffic safety measures.
At the podium, resident John Sila described repeated holiday fireworks near his home and urged stiffer penalties and technology like drones and cameras to deter illegal activity. He proposed large fines, saying, "What about $10,000 for a first offense $5,000 for a second 20,000 for a third make it so bad that people think about doing it here in Ceres," and argued heavier penalties would be more effective than hiring many additional officers.
Sila also described near‑miss traffic incidents on local streets and urged more enforcement or technological solutions to reduce collisions. The council thanked speakers and noted resource constraints in police staffing; later in the meeting the Police Chief reported new hires and sworn officers but said the department remained short several officers.
Separately, councilmembers used the discussion and referrals period to request staff action: Councilmember Serena Otero asked staff to review and update the city’s Strategic Plan; Councilmember Daniel Martinez asked staff to explore a volunteer corps to assist code enforcement; and Councilmember Casey requested that the upcoming fire contract renewal include community members beyond the measuring agencies. The mayor said those referrals would be agendized for the next meeting for consensus and are not yet approved policy.
Next steps: staff will place the referrals on a future agenda for council consensus and will report back with options and potential budget implications.
