The council heard several citizen appeals related to municipal service billing, including snow-removal and lawn-maintenance charges and a contested high water bill tied to a former tenant.
On snow-removal cases (87 Dolson Avenue and 328 North Street) and lawn maintenance (97 East Avenue and 100 Ullet Avenue), council members reviewed photographs and owner statements. Several council members said the documentation did not justify waiving the invoices, and motions to waive charges died for lack of motion.
A tenant-related water dispute at 327 East Maine drew more detailed discussion. The property owner presented evidence that a professional inspection by Walter Welch found no mechanical failures or leaks; the owner had since terminated the tenancy, secured the property and installed a smart meter and the water department’s meter app with alarms. Staff noted the owner received notices in September and December and did not respond. After debate, the council voted to reduce the first billing period to 75,000 gallons and leave the second period as billed.
Council members said they would consider case-by-case adjustments when documentation supports reduction but emphasized the importance of timely response to notices. The meeting closed with adjournment motions.
