Campbell earns 'prohousing' certification; mayor highlights homelessness grant, ADU streamlining and affordable-housing pipeline

Mayor Sergio Lopez announced that Campbell is now certified as 'prohousing' by the State of California, a designation he said gives the city preference and extra points in competitive state funding and obligates the city to continue implementing housing strategies.

On homelessness, Lopez said the city helped secure a $300,000 grant with nonprofit Destination Home that funded a full‑time position to serve as a liaison and coordinate services with county agencies and neighboring cities. He described a regional memorandum of understanding among Campbell and five West Valley cities to address service gaps and cited research into a voucher program tailored to local needs; Lopez said Campbell’s demographics (a higher share of women, people of color and survivors of domestic violence) require tailored approaches.

On housing supply, the mayor highlighted policy changes to streamline approvals: many projects are now ministerial or decided at the staff or planning-commission level rather than requiring multiple hearings, and the city offers preapproved ADU designs that can be permitted in as little as four days. Lopez said Campbell has two 100% affordable housing projects in the pipeline, including a VTA‑linked project on Winchester.

Lopez framed these steps—streamlining, tenant protections, impact fees and partnerships—as part of a sustained effort to address the housing crisis and to preserve the city’s character while expanding housing options.
