Staff also confirmed the memorial bench project for a resident is complete.
On John D. Morgan (JDM) renovations, staff said plans and specifications are expected to go to City Council in the fall and that construction is roughly a 12‑month duration once contracted. The restroom is to be prefabricated offsite with the parking lot remaining partially usable during installation; staff said temporary accessible parking will be provided during work.
Trail work: staff reported the contractor has placed base rock on the trail connection project, with remaining work (asphalt paving, chain link installation and striping) scheduled for the end of August to the first week of September.
Safety and enforcement: commissioners raised recent incidents of groups riding motorized bicycles and e‑bikes across lawns and congregating near play areas, and questioned enforcement tools. Staff advised calling 911 to report dangerous or vandalism behavior in progress and said the city filed reports with the police after incidents. Staff also said some encampments on Caltrans property are slated for Caltrans cleanup in mid‑August.
Commissioners discussed signage and trail etiquette (calling out before passing) as low‑cost interventions to help reduce conflicts, and asked staff to review park rule sign placement and readability. The commission voted to hold the October meeting at Edith Marley Park at 5:00 p.m., weather permitting, to meet its work‑plan goal of two meetings in parks.
Next steps: staff will track project timelines for Council submittal, coordinate temporary parking and restroom access during JDM construction, pursue signage and trail‑etiquette outreach, and monitor Caltrans cleanup of nearby encampments.
