Troutdale committee plans town-hall, neighborhood-watch outreach and requests EOP briefing

Kimberly told the group the Citizen Advisory Committee (CAC) is planning a town-hall for September or October and members saw that event as an opportunity to present safety topics, recruit volunteers and invite schools and the sheriff’s office. Members proposed short, actionable items for residents: how to form a neighborhood watch, adopt-a-block signups, and simple contact information for reporting concerns.
The committee also discussed leveraging recreation‑department walks to connect residents with patrol staff. Several members said seeing officers at events helps build recognition: "It would be nice to know who’s patrolling my neighborhood," one member said.
On preparedness, members asked for a briefing on the city's Emergency Operations Plan (EOP). A participant noted the EOP used in recent updates is comprehensive (the version referenced in discussion was 449 pages) and asked staff to invite Erica Palmer or another emergency-management staffer to summarize the plan and outline volunteer pathways such as CERT and county programs.
No formal policy changes were adopted; the committee agreed to follow up with staff on outreach materials, confirm availability of a town-hall date, and request an EOP briefing at a future meeting.
