Cathedral City approved awarding a professional services agreement to TKE Engineering on April 8 to design two pedestrian safety projects funded primarily by the California Department of Transportation’s Highway Safety Improvement Program (ASIP Cycle 12).
Andrew Lee of the city’s engineering team told the council the work covers two project bundles (Cycle 12A and 12B) that together include enhancements at nine intersections across the city. Proposed improvements include rectangular rapid flashing beacons, continental crosswalk striping and Americans with Disabilities Act‑compliant curb ramps. Lee said the grant covers 90% of the cost with the city providing a 10% local match.
Staff said they solicited qualifications in March and selected TKE Engineering as the highest‑ranked proposer after a multi‑department panel review. The combined design contract and a requested 10% contingency were presented to council as totaling about $83,112, and staff asked the city manager be authorized to execute the agreement.
Mayor Pro Tem Tim Gutierrez asked about construction timing; Lee said bidding would take roughly a month and anticipated construction completion around October 2026. No members of the public spoke on the item.
Council Member Ross moved to approve the design agreement; Council Member Rita Lamb seconded. The motion passed unanimously (Gordon, Ross, Lamb, Mayor Pro Tem Tim Gutierrez, Mayor Gregory voting yes).
The project advances Cathedral City’s active‑transportation and pedestrian‑safety goals and is funded primarily through state ASIP grant dollars with a local match. If bidding and permitting proceed on schedule staff expects to return with a construction award after the design and bidding phase.
