Ultrasite presents plan for fenced dog park; council votes to pursue proposal

Ultrasite managers presented a concept for a fenced, two-area dog park behind the Dollar General and the city council voted to pursue the project while details are finalized.
Mike Maul, identified as Ultrasite general manager, told the council the proposal calls for a roughly 100-by-150-foot footprint split into large- and small-dog areas and includes donated agility equipment, chain-link fencing and mulch. Maul said Ultrasite would donate the equipment and lead fundraising activities and estimated the total project cost at about $441,000. He said the company expects to cover much of the product cost and that the city’s immediate out-of-pocket share could be approximately $6,500 plus utilities.
Andy Creek, identified as Ultrasite’s HR manager, described a phased approach: phase one would install fencing, entry chicanes and donated equipment; phase two could add turf, improved drainage and shade structures. Maul noted the design includes a double-gated entry to prevent dogs from leaving the fenced area and suggested water and combined human/dog drinking fountains could appear in phase one if the council preferred.
Council members asked about site placement on the parcel, the existing lease term for the property and how fundraising would be handled. Jeff asked whether the park could be sited nearer the front of the property if needed; Maul said the layout was flexible and could be positioned closer to parking or along the tree line. Councilmember Bill raised the question of timing; Maul said Ultrasite would be prepared to begin fundraising as early as fall and would start construction after funding and city approval were in place.
A council member moved to "pursue the project" by adopting Ultrasite’s proposal and the motion was seconded; the body voted in favor and the motion carried. The approved motion did not commit the city to a specific dollar amount; council members said staff should return with more detailed cost splits, fundraising procedures and any required lease modifications before any purchase orders or city expenditures were approved.
Next steps: staff will coordinate with Ultrasite and the parks committee to refine the site plan, clarify fundraising and donation procedures and present final budget figures at a future meeting.
