Bond oversight report praises Measure E projects; board approves multiple facilities and CTE contract actions

At the June 10 meeting the Citizens Bond Oversight Committee chair, Mattie Hendrick, presented the 2023–24 Measure E annual report and said an independent audit (CliftonLarsonAllen LLP) confirmed bond funds were used only for approved projects under Proposition 39. The committee highlighted recently completed projects including field renovations, classroom retrofits, roof replacements and solar-panel installations.
Mattie Hendrick described the committee’s role—reporting to the public, reviewing expenditures and producing the annual report—and noted the district’s efforts to improve communication with site communities about projects. “We determined the audit confirmed that Measure E bond funds were used only for approved projects in compliance with Proposition 39,” Hendrick said.
Business Services presented contract requests tied to capital and career-technical investments: approval to accept a state K12 Strong Workforce grant and purchase a modular, three-screen immersive training simulator to support the district’s first-responder pathway; and a competitive award to renovate EP Foster’s field (irrigation, pump and permanent restoration after temporary parking use). Trustees approved the contracts and awards unanimously, 5–0.
Separately, administration introduced Resolution 25-15 seeking a two-year extension of competitive-bid waivers on five surplus properties (to Dec. 30, 2027) so the district can continue community engagement and highest-and-best-use analyses; the board adopted the resolution 5–0. Staff said next steps include seeking the waiver from the State Board of Education.
