The Town of Highland Beach Planning Board on a unanimous vote approved a site plan for a new one-story 4,248-square-foot single-family residence with a pool and spa at 4326 Intracoastal Drive. The public hearing was opened for Development Order PZ-25-2 and closed after staff presentation and brief board questions; the board then moved to approve the application.
Town Planner Ingrid Allen presented aerials, plan sheets and renderings for the property and said staff reviewed the plan set stamped March 10, 2026 and "finds the project is consistent with the town code." Allen described internal floor layout and the elevations included in the packet and said the building department must issue a building permit before construction begins and construction must be initiated within two years of planning-board approval.
Allen told the board the proposal calls for removal of two non-specimen trees and 14 palms, most of which the staff noted are non-native or invasive (with two thatch palms as exceptions). The landscape plan shows four new native trees (green buttonwood) and 16 palms; Allen said all replacement plantings are native or Florida-friendly.
Board members asked about the existing home's recorded build year and square footage; Allen cited the Palm Beach County Property Appraiser information that the current home was built in 1975 and said the county site typically lists square footage. A map-labeling question about "Intercoastal" on two sides of a sheet was clarified by staff and the applicant's agent.
After the public hearing closed, a motion to approve the site plan passed unanimously. Mr. Hart called the roll for the record: Member David—yes; Chairperson Mendelson—yes; Member Brown—yes; Member Bobby—yes; Member Axelrad—yes; Vice Chairperson Rosen—yes. The planning board recorded the motion as carried.
Next steps for the applicant include securing the building permit from the building department and commencing construction within the two-year initiation timeline Allen described.
