The Beaver County Redevelopment Agency (RDA), meeting as the RDA during the commission session, approved staff’s recommendation to disburse tax-incentive refund payments to participating solar projects that had submitted claims.
Staff reported contacted projects (Granite Peak, Milford Solar 2 except one, Milford Flat, Leo, Greenville, and three Escalani projects) had requested reimbursements totaling approximately $1,700,397.52. One major participant (listed on staff materials as Radian generation or Milford Solar 1) had not yet filed its request; staff estimated that project would add roughly $997,389 if and when it submits a claim.
RDA members authorized dispersal of the refunds presented and discussed retaining the unrequested funds in a project account as a reserve until the project either submits its request or clarification is received. Staff noted some spreadsheet date errors for sunset years that would be corrected before final disbursement; staff also confirmed the April 1 notification deadline and an April-end payout window for eligible projects.
The RDA approved the motion to disburse the presented refunds and to keep the unrequested amount in the RDA account as a placeholder until follow-up. Staff said transfers would be executed Friday following the meeting and financial staff would maintain records of amounts held in reserve.
