The ordinance was read by the clerk at second reading and moved to adoption. No variances or separate funding actions were part of this vote; committee members said future site‑specific proposals would return for the usual planning and permitting reviews.
The committee did not set a specific implementation date in the meeting; staff said subsequent zoning text amendments and permit guidance will follow.
