Resident presses council to limit early‑morning construction traffic on Bodman Place; officials say they will explore signage and staging

Tom Salmon, a Bodman Place resident, urged the Borough Council on April 9 to address persistent early‑morning truck noise tied to a nearby construction site. Salmon said dump trucks, tractor‑trailers and delivery vehicles sometimes arrive or idle as early as 4:30 a.m., and he asked the council to require staging off the street or prohibit site traffic before 7:30 a.m.

"They're not allowed on the street till 7:30 in the morning," Salmon said as his preferred outcome, describing lost sleep and repeated disturbance. He suggested that contractors stage vehicles off‑site or at a single staging area and that the borough install signage at the top of Bodman Place warning drivers not to enter before a set time.

The police chief and council members acknowledged prior coordination with the prime contractor, noted improvements after earlier meetings, and said much of the problem involves multiple subcontracted trucking companies. The chief described current enforcement and staging practices — for example, cement trucks staged nearby with flaggers calling vehicles into the site — and said officers visit in the mornings to check parking and noise complaints.

Council members and staff agreed to "take this back" for further discussion and to explore creating signage, asking the contractor to control subcontractors' arrival times, and examining potential staging locations off-street. No formal vote or ordinance change was taken at the meeting.

Next steps: Council staff said they would round‑table the issue with the contractor and consider signage and staging solutions; a follow‑up was discussed for the next administrative meeting.
